NOTICE OF OPEN COUNCIL MEETING TO TABLE A DRAFT HIFN CANNABIS LAND LAW

RE: Open Council Meeting to table the draft Henvey Inlet First Nation Cannabis Law, 2021, on Thursday, 19 August, 1:30 pm at the HIFN Administration Office

Members of our First Nation have raised numerous concerns about the impact of the legalization of marijuana and proposals to grow it for commercial purposes or sell it from locations on our land. In response, Council gave the members a commitment that we would not issue any cannabis permits or licenses until the members had an opportunity to vote on how this matter should be managed.

We have now prepared a draft land law for that Community Approval Vote, which will be tabled in an open Council meeting on Thursday, 19 August 2021 at 1:30 pm. A copy of the draft HIFN Cannabis Law, 2021 is attached. Note that there may be changes in the final version as “tabled” next week.
“Tabling” is a formal procedure required under our Land Code to start the Community Approval Vote process.

The tabling resolution will:

  • establish the official version of the draft Land Law for membership review, Community Meetings and the vote
  • set the dates for the Community Input Meetings (2 meetings are proposed) and the Community Approval Vote, and specify how each of them will be conducted
  • request that the Lands Advisory Committee initiate a review the draft Land Law and provide its advice to Council.

If you wish to make a presentation to Council during the open Council Meeting on Thursday, 19 August 2021, please ensure you give notice to Millie Pawis, Director of Finance and Administration, by 4:30 p.m. on Wednesday 18 August 2021.

Pursuant to the Framework Agreement on the Management of First Nation Land and subsection 20(3) of the First Nations Land Management Act, S.C. 1999 c. 24, Henvey Inlet First Nation has authority to enact land laws to create offenses punishable on summary conviction and to provide for the imposition of fines, imprisonment, restitution, community service and any other means for achieving compliance with such land laws.
